The Justice Department found historical evidence suggesting that David Koresh used religious authority in physical and sexual abuse before the 1993 standoff, while stressing that the evidence did not meet indictment or conviction standards and that no direct evidence established abuse during the siege. Congressional findings documented the fatal fire, close-range gunshot deaths inside the compound, criminal convictions of surviving Branch Davidians and serious federal planning failures. This dossier preserves the disputes within the official record rather than using the deaths to validate every allegation against Koresh or every defense of federal conduct.
