Three minors were recruited from South Korea's diaspora network in the Philippines with the promise of free theological education and a path to ordained ministry. Once inside the institution, they were subjected to grueling unpaid construction labor which Oh, as their pastor and the school's head, framed to them as spiritual training rather than exploitation — the promise of ordination and their belief in the religious legitimacy of the labor is what made refusal and disclosure difficult for minors far from home.

'Steve Oh', a South Korean pastor who headed an unlicensed theology school in Pampanga, was convicted of qualified trafficking in persons under RA 9208 for recruiting three minors with promises of a free Bachelor of Theology degree and pastoral training, then compelling them to perform unpaid construction labor from 8 a.m. to 3 a.m., justified to the victims as spiritual training. Sentenced to life imprisonment and a PHP 1,000,000 fine.
