Independent research consortium (ForuM-Verbund) commissioned by the EKD. Published 25 January 2024 in Hanover, the study — begun in 2020 — examined sexualised violence against minors across the EKD and diaconal services from 1 January 1946 to 31 December 2020. Researchers identified at least 1,259 accused perpetrators, including 511 clergy, and at least 2,225 affected individuals. It found decades of failure at every level: victims not heard, allegations not processed, perpetrators protected, and no institutional accountability taken. In November 2024 the EKD Synod adopted disciplinary-law reform giving affected persons more rights and a 12-point action plan.
