The commission studied abuse by clergy and other people working in Church settings where sacred office, pastoral authority, education, residential care and the physical spaces of religious life created access and unequal power. In the validated sample, priests were identified in 77 percent of reports, and frequently reported locations included seminaries, churches, confessionals, rectories and religious schools. The record concerns the use and protection of authority inside those settings, not Catholic belief or worship generally.
