Independent legal expert report commissioned by the Archdiocese of Munich and Freising. The Munich law firm Westpfahl Spilker Wastl found at least 497 children and young people abused by 235 suspected perpetrators, including 173 priests, in the archdiocese between 1945 and 2019. It found Joseph Ratzinger (later Pope Benedict XVI), as Archbishop of Munich and Freising 1977-1982, committed misconduct in four cases and stated his denial of knowledge was 'barely consistent' with the documentary record, concluding he 'with high probability' knowingly deployed known abusers in pastoral roles. It also found misconduct by former Archbishop Friedrich Wetter and Cardinal Reinhard Marx, and 22 instances of misconduct by longtime personnel official Gerhard Gruber.
