    Independent academic study commissioned by the Diocese of Münster. The study identified 196 accused clergy (183 priests, one deacon, twelve religious brothers) — 4.17% of all priests in the diocese over the study period — and documented 610 victims, with researchers estimating the true figure eight to ten times higher. It found that bishops Michael Keller (1947-1961), Joseph Höffner (1962-1969), Heinrich Tenhumberg (1969-1979) and Reinhard Lettmann (1980-2008) repeatedly returned convicted or accused clergy to pastoral ministry, enabling further offences.
