Victorian courts, Australia. Edward Dowlan (later known as Ted Bales) was convicted in 1996 (sentence reduced on appeal; guilt undisturbed), again in 2015 (sentence increased to 8 years 5 months after a DPP appeal that it was too lenient), and again in February 2022 for offences against a further 19 students. He abused boys as young as eight over 14 years across six schools.
