    Independent legal expert report commissioned by the Archdiocese of Cologne. Criminal-defence lawyer Björn Gercke's 800-page report — the first of its kind to name responsible officials without redaction — identified evidence against 202 accused individuals, 63% of them clergy. It found the greatest number of duty violations against the deceased Cardinal Joachim Meisner and charged then-Hamburg Archbishop Stefan Heße with eleven duty violations over his handling of abuse allegations while a Cologne official. It explicitly found no duty violations by then-Archbishop Cardinal Rainer Woelki, whose earlier decision to suppress a prior report had triggered the commission.
