Australia's Royal Commission — the country's highest form of public inquiry — collected the Church's own claims data: 'By means of a weighted index, the commission found that at 75 archdioceses/dioceses and religious institutes with priest members examined, some 7% of priests (who worked in Australia between 1950 and 2009) were alleged perpetrators (this finding did not represent allegations tested in a court of law)', with 'at least 1,880 suspected abusers' identified in claims from 1980 to 2015. The commission's own caveat — allegations, not convictions — is preserved here deliberately: it is what honest documentation looks like.

The commission found the organization did not report these allegations to police, under a doctrinal system that includes the 'two-witness rule.'
