Authority role

Mauricio Garibello Medina, Anglican Church missionary in the Los Laches neighborhood of Bogotá, later reverend deacon of an Anglican church in Trujillo, Peru

Organization

Anglican Church, Bogotá parish and Trujillo, Peru parish

Spiritual nexus

Garibello's access to the victim ran through his role as a missionary of the family's own church; his subsequent 14 years evading the sentence by taking up an equivalent clerical post — deacon — in a different country's Anglican congregation shows the same authority-granting institutional structure enabling continued unsupervised access to children abroad.

Proceedings

  1. Date in cited record · conviction, sentence never served; later lapsed by prescription

Juzgado 32 de Conocimiento, Bogotá, Colombia. Garibello was convicted in 2011 of acceso carnal abusivo con menor de catorce años (abusive carnal access with a minor under 14) for abusing a 9-year-old boy from the Los Laches neighborhood, whose mother filed the complaint in 2009, and was sentenced to 13 years and 4 months' imprisonment. The sentencing judge noted the abuse caused the child marked psychological disturbance and specifically cited the breach of trust given Garibello also functioned as a teacher figure to him. Garibello fled to Peru in early 2012 rather than serve the sentence and became a reverend deacon at an Anglican church in Trujillo, where he continued in ministry through 2025. He was listed on an Interpol red notice; Peru approved a Colombian extradition request, but the transfer never took place. In December 2025 a Peruvian judge approved the prescription (lapse by statute of limitations) of the Colombian conviction, meaning Garibello will serve no time despite the standing conviction.

Documented coercion mechanisms

  • his standing as a missionary of the boy's family's church and as a teacher figure, per the sentencing judge's own remarks on the position of trust exploited
  • flight from Colombian justice into a foreign Anglican ministry post, using his continued clerical status abroad to remain in unsupervised proximity to a new congregation for 14 years
