The commission defined its subject as sexual contact by clergy, religious, pastoral workers and other Church representatives with minors entrusted to them who felt unable to refuse because of physical dominance, unequal authority, emotional pressure, compulsion or force. Its archive review found that senior religious authorities knew abuse occurred, commonly used internal measures such as transfer or suspension, and did not make police reporting part of their administrative practice or encourage victims and parents to report.
