Fr Valerio, who as a child had himself been a resident of Ferryhouse and alleged he was sexually and physically abused there, later joined the Rosminian Order and was posted back to Ferryhouse as Assistant Prefect and then Prefect of a group of 14-15 year old boys in the late 1960s/early 1970s. The Commission found he sexually abused at least seven children during this period, including anally raping at least one boy and forcing others to perform oral sex, on a pattern of roughly monthly assaults sustained over about two and a half years for one victim. The first allegation was made to another priest in the early 1980s and relayed to the Provincial, who spoke to Fr Valerio but made no record of his response and took no further action; Fr Valerio admitted the truth of this specific complaint to his Provincial, Fr Stefano, in January 1980. The allegation resurfaced in the early 1990s when the original complainant threatened to expose him publicly; Fr Valerio admitted his guilt again, was removed from parish work and briefly hospitalised, but was not reported to police. Further complaints reached the Order in the mid-1990s and were reported to the Department of Education in December 1994; a Department official explicitly told the Provincial the Order should report immediately to the Gardai rather than wait for a formal complaint, but the Order's solicitor advised the opposite, and no Garda referral followed from the Order at that point either. Fr Valerio was eventually prosecuted, convicted of assault including indecent assault of two boys, and given a suspended sentence; the trial judge and the Court of Criminal Appeal treated his own admitted childhood abuse at the same institution as mitigation. In his own statements to Gardai and admissions to Superiors, he accepted having sexually abused at least seven children in total.

Documented coercion mechanisms

• sole custodial and pastoral charge of a dormitory group of young teenage boys as Prefect, used to summon individual boys to his private room under manufactured pretexts (an examination, a swimming-prize presentation)
• threats of physical violence against a child who hesitated to comply with an instruction to undress
• continuing clerical authority reaching beyond the institution — one victim was abused again after leaving Ferryhouse, when Fr Valerio arrived unannounced at a relative's house
• an internal admission-and-containment cycle (admit to Superior, remove quietly, treat at a psychiatric facility, redeploy) repeated across at least three separate disclosure episodes before any external authority was told
