Garnier was not a Brother but a lay volunteer who worked his way into years of trusted, unsupervised access to the boys of Ferryhouse industrial school through his friendship with Br Leone, who managed the dormitory group Garnier had 'particular contact with'. The Report frames this as the institution's own failure: 'There is an enormous difference between involvement by the community in the running of the Institution, and allowing outsiders to enter the boys' dormitories and to spend time there on a frequent basis' — but it was the Institution's religious authority structure, not Garnier's own office, that manufactured the access and the boys' inability to refuse or report him.
