Germany: Waldorf class teacher convicted of abusing pupils after the school hired him knowing of his Swiss conviction — and framed the assaults to the class as fate

1. 1990-08-20 · prior conviction, final

   Swiss court (canton not stated in the located material). Konrad Z. was convicted of 'Unzucht mit einem Kind' (indecency with a child) over a sexual assault on a pupil at a Waldorf school in Switzerland, and sentenced to one month's imprisonment, suspended. The conviction became final (rechtskräftig). He had concealed the pending criminal proceedings during the Überlingen hiring process.

2. 1994-05-18 · conviction and sentence

   Amtsgericht Überlingen, Baden-Württemberg, Germany. Konrad Z. was convicted of sexual abuse of persons entrusted to his care (sexueller Missbrauch an Schutzbefohlenen) in conjunction with sexual abuse of children, and sentenced to a total of 12 months' imprisonment, suspended, plus a DM 2,000 fine. The offences against twin pupils in his own class came to light in December 1993 when the children told classmates; he admitted them to the school board. The school, with the family's agreement, did not report him — the criminal complaint was filed by unknown third parties, probably other parents. In written submissions to the court and in a newspaper letter he set out and defended his paedosexual orientation, and explained his departure to his class as being due to 'too much love'.

3. 2025-10-10 · commissioned investigation report published

   Institut für Praxisforschung und Projektberatung (IPP), Munich — external institutional review commissioned by the Freie Waldorfschule Überlingen. The IPP's report 'Sexualisierte, körperliche und psychische Gewalt an der Waldorfschule Überlingen' reconstructed the 1990–1993 period from documents — including anonymised criminal and civil case files supplied by the Amtsgericht Überlingen itself — and interviews with former pupils, teachers and parents. It established sexualised, physical and psychological violence, and found serious failures by those then responsible: the board hired Z. knowing he had admitted a sexual assault in Switzerland, accepted his account that it was a smear campaign after the Bund der Freien Waldorfschulen's legal adviser vouched for him as 'a completely upright person', told neither the teaching staff nor the parents of his class, and did nothing when two mothers brought further information. His years-long regime of physical and psychological violence in the class was largely left out of view even after disclosure. The family of the twins was subjected to hostility by parents still loyal to Z. and eventually had to leave the region. The report devotes a chapter to 'Ideologische Risikobedingungen: Anthroposophie und Waldorfpädagogik'.
